Who We Are, What We Do
California Fair Services Authority (CFSA) is a not-for-profit joint
powers authority (JPA) established to manage and administer
workers' compensation, property and general liability self-insurance
pools, related services and programs exclusively for California's
fairs.
A large part of our job is to help pool members maintain
fairgrounds and host events that are safe places to work and visit.
We do this with safety training
and certification programs;
facility inspections;
and business support services, including accounting, payroll,
computer, purchasing, benefit administrative
and strategic planning services. To keep our members up to date on CFSA news, we also publish
a monthly newsletter and an
annual report along with a series of informative brochures.

We are governed by a seven-member board
of elected and appointed representatives from California's fairs,
the California Department of Food and Agriculture, and the general
public.
Our History
In 1980, before CFSA's formation in April 1986, district fairs in
California began to self-insure. Commercial excess insurance was
purchased from a variety of companies and the State Office of Insurance
and Risk Management (OIRM) administered the program. During the
early and mid-eighties, OIRM began experiencing significant inconsistencies
and instabilities among the companies providing insurance to the
fairs. In addition, commercial insurance companies were canceling
or not renewing policies for many of the county fairs.
These problems,
combined with huge inconsistencies in rates, were the catalyst for
the formation of CFSA. CFSA, in turn, was able to establish the
risk-sharing pools necessary to provide its members with flexible,
specialized insurance programs at stable rates and competitive prices,
along with value-added services designed to help fairs reduce and
eliminate preventable accidents.
